PROJECT AT A GLANCE

Pendleton has undergone a multi-phase revitalization that transformed a once-neglected area into a vibrant, mixed-use neighborhood. With over $40 million invested across 27 buildings, the completed project delivered 139 new apartments and more than 35,000 square feet of commercial and office space.

The redevelopment unfolded in three phases, combining market-rate and workforce housing with street-level retail and restaurants, as well as inviting courtyards that encourage community interaction. The project earned LEED Certification, prioritizing sustainability while preserving the neighborhood’s architectural fabric.

To close the final funding gap, the development team pioneered a new financing model using a Section 108 loan to bridge tax credit equity across separate projects—a first of its kind nationally. Today, Pendleton is a living example of how strategic reinvestment and thoughtful design can bring lasting energy and opportunity to an urban neighborhood..
